No, there is unfortunately no way to repair broken cords in the tire.  a Patch of some sort will not work, because the sidewall is always flexing while you are driving. A bulge in your sidewall means that steel or fabric cords have been broken and the structural integrity of the tire has been weakened  so a bubble forms.

Speeding is one of the culprits for bulging tires, or if you hit a curb these cords in your tire may break and form a bubble. Driving like this is very dangerous, because the bubble may burst and cause a blowout
